Norwegian Citizenship Requirements
A practical overview of residence, identity, language, conduct and application checks for Norwegian citizenship.

Norwegian citizenship rules depend on who you are. Residence-permit holders, Nordic citizens, children, spouses of Norwegian citizens, stateless applicants and people covered by EU/EEA rules can have different residence calculations and documentation.
Start with your applicant group
Use UDI's citizenship selector and enter your actual citizenship and situation. A headline residence figure from another person's case may not apply to you. In general, UDI examines identity, lawful residence, accumulated residence time, language and social-studies requirements, criminal-record waiting periods, and whether you meet the conditions for permanent residence where applicable.
Keep your stay legal
Applying for citizenship does not itself give a right to remain in Norway. Keep your residence permit valid and renew it on time while the citizenship case is pending. If you apply without already holding permanent residence, UDI may require you to meet permanent-residence conditions when it processes the citizenship application.
Document identity and residence
Use the exact checklist for your category. Passport history, immigration decisions, travel and absences can affect the residence calculation. Names, dates of birth and transliterations should be consistent. Explain discrepancies and provide the requested civil-status records rather than silently using different versions.
Language and citizenship tests
The required Norwegian level, citizenship or social-studies test, age rules and exemptions depend on the applicant. Use official test records and verify current requirements before booking. Do not assume attendance at a course automatically satisfies a test requirement.
Criminal cases and waiting periods
A conviction, fine or other sanction can postpone eligibility. The effect depends on the reaction and timing. Answer application questions accurately and use UDI's current guidance rather than estimating the additional period yourself.
Application sequence
Confirm your category and eligibility on UDI.
Gather the personalised checklist and travel history.
Register and pay the current fee if required.
Book the police appointment and submit the originals requested.
Keep permits and contact information current while waiting.
Respond promptly if UDI asks for more information.
Norway permits multiple citizenships, but your current country may restrict them. Check that country's official rules separately. There is no need to submit a separate Norwegian application just to retain another citizenship.

Conclusion
Review every date, absence, permit period and test result. If your eligibility date is close or your residence history has gaps, applying later or getting individual guidance may prevent an avoidable refusal.
